In keeping with its long-term economic development strategy, this County aimed to expand and strengthen its ‘destination retail’ attractions. Anticipating the competitive economic development environment for such attractions, the Agency sought to understand the potential fiscal impact of complex incentive tools, such as Payments-in-lieu-of-Taxes (PILOTs) and PILOT Increment Financing. Mr. Weidemann developed a Community Impact Methodology that included a fiscal impact analysis of potential PILOT payments, PIF distributions, and an economic impact assessment that identified indirect and induced benefits and costs of retail expansion.
